Mobile and Internet Communication Stategy for Local Government
Resilient digital infrastructure for 21st century regions
In our rapidly evolving digital era, the need for improved access to advanced online services is undeniable. However, a noticeable gap exists between those who enjoy reliable connectivity and those who do not, a gap that becomes especially apparent during significant events like bushfires and the COVID-19 pandemic. During the pandemic’s peak, internet usage surged by a staggering 80% in certain regions.
Governments at all levels understand the critical importance of ensuring widespread high-speed internet access whether it be through the NBN and service providers, or mobile broadband. This applies not only to businesses seeking to thrive but also to individuals who rely on seamless connectivity in their daily lives. Equally crucial is fostering competition among internet service providers and mobile service providers to promote affordability and service quality and resilience. The internet has become an indispensable medium for communication, encompassing voice, video, and data services for both personal and business use.
However, there are significant challenges, particularly in remote areas of Australia where sparse populations make providing internet services economically challenging. The National Broadband Network (NBN) initiative was conceived to deliver 21st Century telecommunications broadband services across the nation, bridging the gaps in telecommunications infrastructure and catalyzing a competitive retail services market by operating as a wholesaler. Nonetheless, significant telecommunications connectivity challenges persist.
The recent bushfires in New South Wales (NSW) and Victoria have exposed the vulnerability of regional and isolated communities when faced with unreliable mobile network coverage. Many of the areas affected by the 2019-20 bushfires were plagued by a high prevalence of mobile black spots, presenting substantial hurdles for public safety and emergency response efforts. In certain instances, these areas were solely serviced by a single operator, leaving them without alternatives when network outages occurred. Furthermore, power outages frequently rendered mobile sites inoperative. Emergency Services have voiced concerns regarding interrupted mobile connectivity especially in time-sensitive emergency situations.
The timely dissemination of warnings to communities at risk of devastating bushfires is imperative. Mobile coverage plays a pivotal role in ensuring the safety and operational efficiency of emergency responders. Disparities in mobile coverage can severely impede the capacity to relay emergency alerts to individuals in harm’s way.
Any comprehensive communications strategy must carefully factor in bushfire resilience principles and their implications for network enhancements.
